Mona Zobaa

Chair of General Authority for Investment and Free Zones, Egypt

Prior to that, she served as the Head of the Policy Advocacy Department at the Ministry of Investment and then at GAFI. During her tenure, and being the National Coordinator for a number of international organizations, she succeeded, together with her team, to induce radical improvements in Egypt’s Investment Climate, and to subsequently enhance Egypt’s rankings in many international reports that monitor investment climate and performance.

She was particularly responsible for improving Egypt’s rank in the World Bank’s ‘Doing Business’ report, and the country has been selected four times in five years as one of the top reformers around the globe. Egypt has been also singled out as the ‘Top Reformer’ 
 

 Before joining the Ministry of Investment and GAFI, Ms. Mona Zobaa worked as Assistant/ Senior Assistant/ to the Ministers of Economic Affairs, International Cooperation, Economy, and International Trade.

She participated in the negotiation, agreement and monitoring of grants and loans provided by the IMF, the World Bank, and the African Development Bank. She also supervised important files under the ‘Economic Reform and Structural Adjustment Programs’, the ‘Financial Sector Reform Programs’, and the ‘Mortgage Finance and the Affordable Housing programs.

Ms. Mona Zobaa has published and participated in furnishing a number of researches and policy papers in the areas of investment promotion, investment statistics and data gathering, special economic zones, FDI determinants, export finance, and Investment Incentives.



Ms. Mona Zobaa is a graduate of the Economics department at the American University in Cairo in 2008. In collaboration with a number of IFI’s, Ms. Mona Zobaa was able to launch a number of projects for furnishing Egypt’s first and second sub-national Doing Business reports, strengthening the process of FDI data collection and dissemination in Egypt, helping GAFI to upgrade its institutional capacity, and furnishing Investment Climate Assessments and Business Climate Reviews.
